15,000 hours is reasonable if the LEDs are made of high quality and operates with the correct current or have sufficient heatsinking so they are operates cooler.
Also, as the driver is much simpler than an electronic ballast of a CFL, as it usually have no electrolytic capactitor, if it well made, it can also last longer than an electronic ballast of fluorescents.
This lamp isn't dimmable because of the mains frequency filtering capactior. The electrolytic capacitor is the reason that prevents CFLs from being dimmed and LED lamps with a mains frequency filtering capacitor also can't be dimmed, as this capacitor is also a type of an electrolytic capacitor.
Otherwise, there are no problems to dim LED lamps, because even the simplest dimmers operates by PWM, which is a suitable dimming mothed for LEDs.

There was a choice,you could buy the lamp in a package without the adapter as well.
