PHILIPS luminaire.
In Europe I have lanterns like this one, PHILIPS SRP 251, but they are a little bit different. I have only seen them in Germany.

Looks like an earlier design Philips MA90 with the gear in the shoe instead of inside the bowl to me. I have a few photos that I've yet to upload.

A SOX-E 66W lamp should work fine on 90W gear

I'd imagine the life and light output will still be the same, the 66W is a more efficient version of the 90W

Yep, Mercury lamps is correct, I got some 66w SOX-E lamps for my MA90 and Alpha 4, yes they work fine on 90w gear, but will run at 90w, so you will get no energy saving.
The brightness is about the same.

I didn't know they run at 90W on 90W gear, does that mean you get 66W gear as well?

Nope, the 66w SOX-E lamp will run at 70 watts on Auto-Leak/Choke/Ignitor SOX Gear or 65 watts on Dedicated SOX-E Gear plus the Ballast Watts, the Light output is slightly less too they emit 10000 Lumens where a 90w SOX emits 12500 Lumens,

Yes you can get Dedicated SOX-E Gear designed to operate SOX-E lamps, but you Can not operate existing SOX Lamps on SOX-E Gear, example the 66wSOX-E will operate on 90w SOX Gear as well as dedicated SOX-E Gear but a 90w SOX Lamp can not operate on SOX-E Gear as the SOX-E runs at different characteristics compared to SOX Lamps.

For Photograph of European Philips Dedicated 66w SOX-E Gear see HERE

the wattages of SOX-E on existing SOX Gear are as follows, this is Total Watts including the Gear Watts.

26w SOX-E on 35w Ballast/Ignitor Gear is 41 watts, on Leak Transformer Gear is 56 watts
36w SOX-E on 55w Ballast/Ignitor Gear is 51 watts, on Leak Transformer Gear is 62 watts
66w SOX-E on 90w Ballast/Ignitor Gear is 83 watts, on Leak Transformer Gear is 99 watts
91w SOX-E on 135w Ballast/Ignitor Gear is 129 watts, on Leak Transformer Gear is 137 watts
131w SOX-E on Leak Transformer Ballasts is 176 watts.

On Dedicated SOX E-Gear they run as follows

SOX-E 18w is 25 watts
SOX-E 26w is 32 watts
SOX-E 36w is 43 watts
SOX-E 66w is 79 watts
SOX-E 91w is 106 watts
SOX-E 131w is 151 watts
