Returning to the original post re F8T5 halo fluorescents: this does seem very odd, but outputs have fallen, more so in the past few years than previous to that. Your best sources are

Philips (400LDL)
OSRAM (385LDL)

Other brands advertise their own outputs as being between 320 and 350 lumens which is somewhere below the 420 lumens offered by Osram (GEC) and atlas. Somewhere in my T5 gallery there is a pic of a 2011 Crompton F8T5CW being outshone by an EOL Philips made almost 45 years prior!

This drop in output across halophosphates applies across all tube lengths-  T5 8W being just one - but WHY? When triphosphor lamps were first introduced their outputs were almost identical to the standard colours  (WW, W, CW = 29/35/33) which were known as the "high efficacy" types.

It may seem cynical, but doesn't it look like these standard phosphors have been "toned down" on purpose to lower their efficacy to make a phaseout in the T8/T12 sizes more attractive? This would indicate the whole "ban" scenario on these lamps, worldwide was planned as something of a smart commercial venture, to exclude less PROFITABLE lamps (markup on triphosphors is greater) from the market by first carefully making them look dimmer before "banning" them by mutual consent!

I wonder if the "recipe" for a UK Osram Cool White lamp made in 1980 could be compared with that of one made in Russia or China in 2010, it would reveal so much.

This may well be the case. Same for a lot of other stuff including ballasts, other types of lamps etc
