Well,  who will pay an attention is the regulatory body. And it may result into rather huge fines (in the US it is quite common in similar cases for the court to just calculate all the profit you make on it, double that figure and apply that as the fine; the main aim of this is to really deter anyone from violating the rules intentionally to make the main profit on it, but still do not "kill" a business for a minor lapse).

If something is illegal, it is just illegal. So if you do it, a punishment will arrive sooner or later.
And the main aim of any punishment for illegal activities is to deter from doing that, otherwise it wouldn't make much sense.

Then it's odd that you have likely never heard of a situation like this.

If you want to keep alive MV, you have to do this differently : Find a way to be exempt from the bans. For example, like Iwasaki with their Pulse Start Mercury lamps. The lamps are legal, and nobody prevent you from making Pulse Start luminaire and shipping it with the lamp bundled

Or make a pulse start MH fixture, then instruct the user to remove the ignitor, then install a MV bulb. What about calling MV "Metal Discharge"?
Why not convince the person that made the MV ban to get rid of it?

You cannot make such instruction officially (in the lantern manual or so). You can ofcourse spread the knowledge through unofficial channels, such as by releasing some DIY manual which is not marked as being written by your company

You can name it all you want, but it must not be a banned gear type OR an instruction for the user to convert the unit to a banned gear type



That can be done too, if you have some means to stand up to nearly all the ligthing industry, which have much more lobbying power than you

Convince politicians that "something must be done" to save the planet, national resources, make the roads safer or the like. Politicians like to appear to be "doing something"

Ofcourse they are the industry, so they are using their position as a body that have many scientists and engineers in it, which puts them in a position of authority

And when it is supported for some "support money for the political campaign", it is a guaranteed success.

The irony is, it have turned against the major lighting maker companies: Practically all of them were lagging (and hardly were able to catch up at least something, with high investment costs) with the start of the LED's an now many new major competitors have grown up (Cree, SSC,...), using the same weaponry: The attitude to ban the "lower efficiency" things...
