At first the poles for use with road lights are intentionally made as weak as their height and mass allows. The reason is, they break easier during an accident, so give more chance for the occupants of the colliding vehicle to survive the crash.
Of course, they are designed to get shattered and protect the passengers in rather enclosed passenger cars or so, not bikers, but the biker is still a 100kg heap smashing it at high speed, so even when they do not protect him anymore, they get smashed by the impact as well...

I could see that happening, sucks to be the person on the bike, but a light pole in Winnipeg fell over and nothing even touched it. http://www.cbc.ca/news/canada/manitoba/street-light-crashes-down-on-car-at-winnipeg-intersection-1.2609680
