They're usually somewhat less in terms of lumens than what they're claimed to be a replacement for...for example a 100w (1700-ish lumen) replacement is usually like 1300.  By comparison, a 75w incandescent is like 1100 some lumens, so really and truly they're just a slightly brighter 75w.  But at 72w they do give a 75w max fixture a few more lumens at least!  Granted, I'm not sure how they are in terms of heat...they run really hot and that's where fixture wattage ratings usually come from...heat!

Sylvania brand are 1510 lumens for a 100 watt replacement. The color difference is more noticable than the lumen difference.

Modified spectrum means it has a coating that alters the original spectrum. Like the GE Reveal bulbs for example. In the case of the halogens, they have a slightly pink coating. It's how they get away by using lower efficiency standards permitted for modified spectrum lamps. The GV bulbs are made by Sylvania in the St Mary's PA plant, with capsules made all over the world. Some are made in the USA, some made in Germany, some made in China.
