I noticed right now, that my Osram HQI-TS 70W/WDL Excellence in my tracklight, strongly vibrates in brightness, and behaves like it is about to cycle, despite it is brand new (The arctube is clear).

Arc root spot is not stable or the ignitor fires up. Try to turn the lamp upside down (spin it around its axis, not swap the ends) or replace the ignitor and see what happens

My tracklight have an electronic HID ballast. These aren't looks like the ones that caused by the ignition circuit inside the ballast firing, but just randon vibrations.
I can't turn the lamp upside down when it is operating. The tracklight can be adjusted only at 90deg from high to low.

I needs to do this, when the lamp is cold, and for this, I need to turn it off and wait 4 mins before I can turn it around.
I doing this often, before turning it on, in order to accelerate its run-up from 2 mins to 1 min.
Its sometimes doing this, but not always. I think it doing this, if it operates for long times of several hours.

The Osram HQI-TS is sensitive to acoustic resonances, which can be caused by certain kinds of electronic ballast depending on the frequency.  Maybe that is what you are seeing.  In such cases the arc itself is not stable and can swirl around inside the arc tube appaerently randomly, which gives a flickering effect.  The lamp life is usually not good when this happens, or can even be destroyed.

The ballast used, is a Philips HID-PrimaVision PV C 70 /S CDM, operating at 140hz square wave current.
