i assume this is normal but its alright if a preheat choke gets hot right? i cant touch it for more then a second

I'd imagine thats normal, the fish tank light that is preheat gets a little warm like that.

Do your ballasts have tw and ∆t ratings ? If so its supposed to not exceed the rated values
