Cheap LED retrofit for CFL recessed light

This recessed fixture used to contain 2 13w PL lamps. While not a great photo (it's in a bathroom), it was clearly retrofitted by the "maintenance guy" to accommodate a screw-in LED bulb. As bulbs burn out in this facility, I see they are converted one-by-one to use consumer-style LED bulbs and the HID fixtures outside are also relamped with LEDs in similar fashion. I don't think they look good.

Gotta give the maintenance guy credit here. Yes he is making them LED, but at least he is using replaceable lamps to keep the lights fully serviceable. Most people will just throw away the old lights and install those expensive 1-piece sealed LED fixtures that need to be ripped out and disposed of when they burn out.

While I don't have much of a problem with this, isn't this kind of a downgrade? From what I know PL lamps are already incredibly efficient and have similar LPW to LED lamps.

Any machine is a smoke machine if you operate it wrong enough.

LED's largest efficiency aspect isn't lumens per watt, but rather its directional nature. All other technologies emit light 360 degrees and its efficiency largely depends on reflector/optics. LED lumens per watt isnt much greater than PL fluorescent, and in a situation like this where the LED replacement relies upon the fixtures reflector just like the previous PL lamp did, there really isnt much a difference in energy savings or gained light

Here, I think there were better options for LED conversion since LED is apparently “all that” now and CFLs have an extra hazardous waste surcharge added to their purchase price. Maintenance guy could have replaced the socket as done here but use a PAR38 reflector flood; replace the fixture entirely with a LED can light; or replace the PL13’s with the LED retrofit PL-style stick lamp that has the 2-pin base that fit into the (previously) existing fluorescent sockets.

I have to say that new quality LEDs have luminous efficacies over 150 lm/W, far better than PL lamps typical 70 lm/W and long linear lamps 100 lm/W.

Too many things are secret. Only open information can really preserve old technology.

I like fluorescent and other conventional lighting and old electronic equipment. Today's things are not made to last.

Interesting conversion to say the least. Usually they use those LED PL retrofit lamps or change the trim.

I"m don't speak English well, and rely on online translating to write in this site.

I only working with the European date format (dd.mm.yyyy).

This was in a senior center and I since learned they had not been provided adequate funding for maintenance, so this may be the result...having to cut serious corners on the lighting to leave funds for more critical repairs. Likewise they are probably trying to cut their power bill.
