Color changing streetlights

Color changing streetlights

These have been a mystery to me...these lollipop style streetlights are shown here glowing red, but I've seen them blue, green and white too. I assume there's some arrangement of RGB LEDs inside and a controller but I don't know how or where it's controlled from and if these are privately or City owned. They usually burn 24/7 too. Located at 5th and Columbia in downtown Seattle.

There's some similar LED lumenires in Kenmore along Bothell Way. They only run at night.

Your mission - should you choose to accept it - is to save unique and rare HID lighting before it's all scrapped.
