My church buildings use a lot of these. I don't like them because of the electronic ballasts that fail so often.

The more you hate the LED movement, the stronger it becomes.

The 2-pin ones are preheat and the chokes seem to be very reliable.

I like my lamps thick, my ballasts heavy, and my fixtures tough.

Yeah you virtually can't kill a choke, be it fluorescent or HID. Stuck starters are probably the only thing that could unless the wrong lamp was put in but if it's a drastic enough difference in wattage aren't the bases usually different? Yeah the electronic PL ballasts don't seem very reliable. Only nice thing about them is that they're all programmed start instead of IS so the lamps don't take that extra beating but the electronic ones run HOT! There's some 32W PL cans in the bathrooms at Aerovox where I'm working on a grow-op and those lamps run as hot as incandescents and the plastic bases are all brown from heat. A bunch of bad ballasts too and they're all a mix of brands so looks like a bunch have been replaced since the building opened in 2000. Every 2x2 u-bend and 2x4 F32T8 troffer I've removed has had the original 277V (only) electronic ballast though! Those are all Advance and Sylvania full size cases. The bathrooms also have strip lights recessed in the ceiling with an eggcrate tray along the wall over the toilets and a couple bad ballasts in those. Howard Lighting 4-lamp F32 and Triad 2-lamp F25T8 to be exact. Those are the only two failed linear ballasts out of over 100 I've seen in the building other than the F54HO highbays, which are not original (installed around 2010).

Yep the 13w and 18w have different bases and 26-42W is the same, there is 2x13W 2x18w 2x26w and 2x42W ballasts, I've noticed they last for a long time when only running 1 lamp
As for preheat chokes..yeah I've only changed a few that were bad and they were 277V 13W over 5 years, the series 2x13w only changed 2 they seem prone to eat lamps when they fail, a manager told me they changed lamps on a fixture every week!
