I have a starter that takes hours to fire the lamp. It is a Leviton (Costa Rica) FS-2 for 15-20 watt lamps on 120V. It flashed an EOL F15T8 for a couple of days and then became very slow.

I would guess that this starter with an EOL lamp would simply make the lamp flash about once every minute.
