Workers put something on the lampposts of the Skate Park near Park Hecht

When I waited with my mother to line 1 of the Metronit BRT, I've seen workers doing something with this lampposts.
In the picture you can see them put something on the pole.
The LED floodlights themselves are chinese crap, and are installed mainly to attract skaters to the park and nothing else, as this lighting was mentioned in the article at Yediot Aharonot newspaper about the park.

Skaters hearing that the lighting at this place is "Green" and so attracted to this place.
Here in Israel, if the client hear that the place have LED lighting, he instantly thinks that it is "Green" and so attract to the place.
The average israeli people tends to belive with BS about lighting.

I"m don't speak English well, and rely on online translating to write in this site.
Please forgive me if my choice of my words looks like offensive, while that isn't my intention.

I only working with the European date format (dd.mm.yyyy).

I lives in Israel, which is a 230-240V, 50hz country.

Even with 10 LM/W LED they would still think it is "Green".

Its not like they are attracted to the LED lights like insects to UV

What happens is -

- The place is advertised as being morednised, with improved lighting and so on. Usually it indeed is modernised besides the lighting, the skating tracks modernised and so on, and thats what attract the skaters

- The city thinks their new lights are so green, so they dont try to cut down on the burning hours, so the park stays open and illuminated till later hours every day
