Lantern which is called in Poland "Kwadratowka" because of its quadrat shape. It was produced by Polam Gostynin factory. These lanterns have white glasses. Some of quadrat lanterns have white "milky" glasses

Are the bowls be white always or they become white/milky due to time of the heat of the lamp?

Yes these bowls were and are always white. This type of lantern has three types of bowls: clear, white (see on the picture above) and dark blue. When the lantern had dark blue bowl HPS lamp in it looked like today's metal halide lamp. However lanterns with dark blue bowlare are very few

In the 1980s there was economic crisis in Poland. The factories cannot deliver enough products to meet the demand and quadrat lantern was the only lantern for High Pressure Sodium Lamps in the 1980s. As a result the bowls were made of every kind of material. Thus we have dark blue bowls, clear bowls and white bowls.

Btw, the style of the apparmentblock looks like the one you can find in the Netherlands.

towka means only that it is feminine gender of the noun. It is because noun "lantern" in Polish has feminine gender too. In English We can say quadrat lantern simply

Towka is a suffix which emphasise gender of a noun in Polish

The apparmentblock is a hotel for students. Probably for students of Silesian University
