Ash, you are right. This is the fixture that makes the two clicks in the copying room of the storage Carmel hospital seconds after turning off, and if i turns it on before the clicks heard, the lamps truely behaves like Perfekt-Start.
But this is too fast and short for a thermal starter.
Until recently, i thought that this is a Shaingout because of this.
Perhaps these Perfekt-Starts are relatively young?

This is the normal behavior of PerfektStarts

I think those that were replaced, that would not strike T8 lamps etc, were damaged

Most of the Perfekt-Starts that replaced, their T12 lamps rectified continuously, without the relay responding.
Today, all of the corridor, were the Perfekt-Starts were, are now 28W T5s
One thing strange that i noted, that in the case of a short power failure, all the T5s, despite programmed start, lit simultaneously and not intermittently as the Shaingout Electronic-Starts, despite each fixture have its own ballast.

I"m don't speak English well, and rely on online translating to write in this site.
Please forgive me if my choice of my words looks like offensive, while that isn't my intention.

I only working with the European date format (dd.mm.yyyy).

I lives in Israel, which is a 230-240V, 50hz country.

Those T5 ballasts probably use charging capacitor or PTC to time the preheat

Probably. They lit within less then a sec. And all the fixtures lit simultaneously.
If the former fixtures would be retained, and used Shaingouts, they all would lit intermittently.
