Two-foot 40w lamps are quite unusual and rare these days.

In the UK during WW2, the 5ft 80w fluorescent lamp was developed so that it could be ran on control gear that was already in production and widely available, in this case, the 80w high-pressure mercury vapour choke. This was to save development time and cost during wartime. Later the 5ft lamp was re-rated to 65w and some lamps were suitable to be ran on 65w or 80w gear.

The 2ft 40w T12 lamps were developed so that two lamps could be ran in series on that same 80w MV choke and was widely used for streetlighting duties during the 1950's and 60's.
Doubtless these were carried in stock by the MOD because they still retain quite a lot of old fluorescent lanterns on their many bases scattered about the UK.
