The upper lamp stopped working despite it isn't looks like EOL (Located at the bathroom at the bottom floor of my hostel)

Recently, the upper lamp stopped working despite it have only slight end blackening, and have only slight glow at the ends. The lower lamp still light with its large end blackening.

This is one strange, strange fixture. Since there's a slight bit of very weak discharge at the end, or ends, of the dead lamp,
maybe there might be a broken electrode filament on one of those ends...?
Filament fusing EOL Protection or no?

This is a generic 2x14W T5 weatherpack, with a crap electronic ballasts with no protections. The EOL lamp is the lower one. The upper lamp don't looks to have lot of end blackening.
Discharge between the broken cathodes, can only occur in preheat ballasts. Electronic ballasts without protections, like rapid start ballasts, burns the lamp to vacuum loss.

Ooohh so sounds like a ballast issue then. If so then that's pretty bad. What type of electronic ballast is this?
If you ever get a chance, you could uninstall that top one and replace it with a new one to see if you get this same result.
But yeah it's strange how that completely blackened end lamp is still going

Update: I've noticed that both the right electrode of the upper lamp, and the left electrode of the lower lamp, glowing, while the opposite electrodes don't. What can cause this.

Incorrect wiring in this case could cause lack of filament heating, which *could* explain the serious end blackening on
the lower lamp. Then again if this were the case, there would've been end blackening on the upper lamp too since
there's no filament heating on the electrode to the right of the upper lamp. I don't know lol
