As one Filament the second Discharge (the one with the Ballast Housing) it will explain the Filament fitting being lighter hence the off set mounting to counter balance the weight.

This Method was used a lot in the UK where both Clear Mercury lighting and Filament lighting were used to improve the Colour Rendering of the area to be lit, today ether Colour Corrected Mercury and Metal Halide Lighting is used instead.
