I will have to look at it. I Don't want to disturb the wires too much as they look like the insulation will disintegrate if move around and it's tightly packed in there.

This ballast exactly resembles the ones from my joslyn NEMAs. They had the Lightning s logo, and the same label styles, but said "joslyn mfg and sales co". The bolt on shunts are what gave it away. This may be from the early to mid sixties. And don't worry about the wires, they're fiberglass insulated silicone rated at 250-300 celsus and the ones from my NEMAs still have flexible wires after fixty years of lampin.
