"Grech" 13w PL Germicidal Lamp

Found this lamp at a ReStore I stopped at during my break today, its a "Grech" branded (never heard of it) UVC lamp and came in a blank plain white box. I plugged it in to a 13w PL fixture I have at home (just briefly) and it does contain a glowbottle starter in the base that flashes red/pink. I dont have an air purifier or any use for it, just thought it was interesting. Also note that its rated for "110v", which is obviously incorrect being a discharge lamp and requiring a series ballast

Btw, I cant help but think of the danger this poses as it was just mixed in with the other lamps in the bin at the Restore, its physically a standard 13w PL lamp and fits into regular 9w/13w PL lampholders. There are no UV warnings of any kind on the box or the lamp base itself. Someone could have easily bought it (unknowing what it was), plugged it into a 13w PL desklamp at home, then maybe assume its a "party bulb" by the unusual green color and just keep using it...

Yeah, these things are way more dangerous than any HID lamp.
