These were quite common in Switzerland. Most streetlights designed for HQL 250W were having multi-tap ballsts for 125 - (185) - 250W thus permitted the use of lower wattage lamps in luminaries intended for mainroads.

I'm still not sure but I think that a 185W lamp did not exist. But I have a couple of ballsts with this wattage stated beside the 250W rating so I think that this wattage was used in conjunction with a relay to lower the light and energy consumption.
