These plugs were used on Radios and Televisions (Minerva). In times where there was only one outlet per room beside a ceiling light, the outlet was mostly used for a table Lamp. So in order to operate both this plug was used. A much heavier type (also with a switch) can still be supplied but it defilnitely lacks the nostalgic elegance of these ones. They are marked Ges. Gesch├╝tzt. It is Gesetzlich Gesch├╝tzt (German) meaning that there is a patent protection existing. I would say late 1940s - 1950s

This is common on Christmas light strings. I wish it were a universal concept because plug management is annoying sometimes.
