This is the most special ballast that i have. It was custom made for me. CMP have a variety of ballast that upon order will be shipped out, no one orders this so it had to be made just for me.

Very nice one!

I have access to raw material for making ballasts but they would look like a simple transformer with EI stamped sheet metal parts. However I have no knowledge to choose the right copper size and the number of windings.

The ballast core and plate look very much like Atco. I have a couple 2D ballasts made in Australia (Ilesa branded) that use the same double-c core. The coil covers are different tho

Ballasts need a core with precisely set air gap (on the order of 0.5mm for FL, bigger for HID). Normal EI plates for transformers are made with all parts of the E of the same length, so they dont make a gap when assembled normally (you could space the E and I blocks apart but there are some complications). There are few plate manufacturers that do make E's with shorter center part, by precise length, so they are useful for ballasts. Also, since all E's are inserted from the same side (and not alternating like in transformers), it becomes essential that an external bracket holds the ballast together properly

The formulas for ballast design are not complicated, but in their most basic form they don't account for secondary order effects - which mean that ballasts you design may come out somewhat off the specs you wanted (probably still close enough to be useful)
