I can just about guarantee by the location and angle of the cut that the wire was caught underneath the ballast when it was packaged, and through shipping and handling, was severed. Been there, done that! I've found them between the ballast and the fixture, too. After several years of getting hot and vibrating just a little, they short out and break when you remove them.

Yeah most likely reason...but it works well..i was able to fit a small wire nut on and attached another red wire to It

Ahh that's good. yeah i can see the ballast cutting the wire easily. i noticed with older NOS ballasts that have been in the package for a while, the wire insulation gets worn near where they enter the ballast from being wrapped around the ballast case.

Yep! I had that problem with the F90T17 ballast...some electrical tape in the 2 bad spots where it got nicked and its fine!

I've had the same happen to some ballasts I got from the clearance bin or at Restore too. If the damage is close to the end of the wire I'll cut the end off and re-strip but if it's further down, I'll slip a piece of heatshrink over the nick.
