Former ballast Inside My Sadelite Desk Lamp

This was the crap that was inside my Sadelite desk lamp. Upon start up, lamps would do nothing for about 2 seconds,
and then they'd fire up after random partial brightness. I... honestly don't know what to call this thing.
I don't know if it's Rapid Start, didn't seem to be Programmed Start, ... it doesn't say.

The sun was shining when I uninstalled this crap.

As of now, I do not intend to throw it away because who knows... maybe I'm wrong and it isn't crap.
But all I know is, unlike most electronic ballasts we all know of, there is no label or printing
identifying what kind of ballast this one is.
All it says is: "Compucharge INC. Compu-ballast rev.f Made in Canada Copyright 1995"
"U.S Patent 5117158." No Amp numbers, power factor info, etc.

Looks like a quality ballast (for being an electronic unit that is) with decent components and TO-220 cased semi-conductor ICs Shame there no casing with more information on it. I have never heard of "Compucharge INC either. The way you describe the startup it sounds like a program start ballast

One thing that threw me off in terms of how it started up, is the filaments didn't heat during start up compared to my former
Robertson electronic "Rapid Start" ballast from another Sadelite desk lamp I purchased. That other ballast seemed more like programmed start
compared to this one.
I moved out of the apartment I was in when I took this photo. I didn't keep this ballast unit, or the Robertson Electronic ballast.
Also, this ballast seemed to operate lamps in parallel.

1. Motorcycles, Women, and Lighting (especially fluorescent)
2. Weighting/staying extremely athletic
3. Severe Thunderstorms of all kinds
4. Food and drinks. So gimme them bbq ribs
