The CE mark on the ballast, means "China Export" in which the product was made in China. This isn't the true CE mark of the European Commission.

I"m don't speak English well, and rely on online translating to write in this site.
Please forgive me if my choice of my words looks like offensive, while that isn't my intention.

I only working with the European date format (dd.mm.yyyy).

I lives in Israel, which is a 230-240V, 50hz country.

looks like a cfl ballast on a bigger board.
so no eol protection and its a disposable fixture.
CE is a self certification mark that has become meaningless.

Yes, as dor123 told, this isn't CE marking intended as "European Union safety mark", but it is "China Export".
Note this don't have any other common security mark on it.

toomanybulbs: yes, it is an self certification mark, but once you put this logo on your appliance, you tell other that this device follows current regulations and that you are the only responsible for that.

I thought that CE is sing which says it is compatable with EU laws.

One year ago I found same lamp which had same failed ballast as mine.I would convert this lamp for LED tube because magnetic ballast is huge for this lamp.

I thought that CE is sing which says it is compatable with EU laws.

I think it's supposed to mean that but due to many companies putting fake CE marks on their products, people have started to assume that the CE mark stands for 'China Export'. I've also seen many fake FCC markings on power supply units, but that does not mean it stands for 'Fake Chinese Crap' or anything like that.

The lamps are 18" long (or about 45.7 Centimeters) and are both currently in use in a desk lamp but can also be used in other 18" 15W fixtures.

These are low quality, short lived ballasts, Jovan. Don't expect much from them, as they are made for cheapest fixtures and lowest possible price. On average, they last a little longer than the tube itself (about 10.000 hours), you can make the most out of them if you don't use them in humid places (bathroom, kitchen), and make sure they don't get too hot (keep them away from tube ends). Also, be careful when experimenting, as they can not survive errors in wiring, short circuits, unreliable contact with the tube, testing wrong type of lamp. When it comes to fixing, I've tried it several times and often gave up - very often main MJE13001 (13003) transistors fail in these, also any of the 1N400x diodes on board - it is simply too much effort to diagnose, test and repair - not worth the time as they are ridiculously cheap to find second-hand. They can serve you well for a few years, though - if you take care of them - which is not bad for an item that can be bought for less than 1 euro today.
