Gear compartment: ballast clearly seen, alongside the ignitor and capacitor. The wiring reminds of semi-parallel method used by Philips, wires are quite thin too. Gear itself looks like it is not humid resistant, and would probably burn out if the upper plastic cover would be blown out, however that is likely impossible as the whole fixture would open up.

these fixtures are all over Lituania, I hate them! I hate Sodium yellow light! the mercury were a lot better. . .

New lighting technologies is a pity fest everywhere you look. From LEDs that last only for two months, to a never-ending global starvation of t8 fluorescent tubes.
We shall reinforce ourselves with good old full mercury t12s and HIDs made to surpass one's life, and give them all the middle finger ;
