2x4W gear in small halogen bulb (exchange with conventional balast)

In this photo you can see two 4W tubes working on the 40W halogen bulb as a ballast. The ignition system is the same as in conventional ballast but the 40W halogen bulb is so much smaller. This idea could be use as a mixed light but you should use the cover because the halogen bulb don't like to touch it by the fingers. You can also use the reflector halogen bulb for example with GU10 cap.
Good option to this is also use the capacitors in series with the bulb.

That means the tubes light by thermionic emissions only similar to US SBMV arctubes. Could you take a video of them starting -up?
