Not too unusual. The front halves and back halves are produced separately, and since the back half isn't visible, there's no reason to manufacture the back halves in different colors.

I have a similar GE outlet, but it's entirely brown.

Collect vintage incandescent and fluorescent fixtures. Also like HID lighting and streetlights.
