Yes, I have seen some tubes do that. I think it is only a certain kind of phosphor in some tubes which will do this.

Preheat Fluorescents forever!
I love diesel engines, rural/farm life and vintage lighting!

GE EcoLux StarCoat (Or is it just StarCoat? I forget) daylight lamps do this really well, pretty cool.
