I think these 15w vacuum models were made for use outside, they simply did not get hot enough to be effected by rain impinging on them.

Does it have a five support wave-wreath filament, if so, it is vacuum.

To conclusively test a vacuum lamp, hold your hands over it while it is lit, if it gets evenly warm all over, it is vacuum, of it rapidly gets hot above the filament, it had nitrogen-argon inside.

Manufactured articles should be made to be used, not made to be sold!
