This old cheap residential ballast lasted for I believe 25-30years today I noticed it leaking its tar and smoking!

Screw Benchlite ballasts they suck lol. Get more light out of a single F14T12 than you do with two F40s on one of these crappy ballasts.

You could probably convert this light to a single lamp F40 HPF ballast and still get more light.

I have 5 rapid start mid 2000s led tubes i bet they would work nicely with this then

Nothing wrong with benchlight .. its just your average LPF ballast.
Brightness is just fine for what it is. Perfectly ok for a shed or garage.

Colored Fluorescent's such as F40T12 Red or  Green or Blue are awesome...

Ballasts like this are the reason T12s and fluorescent lights in general got a bad rap. People assume the fixture us using 80 watts because the tubes say 40W on them. Of course, two F40T12s on this ballasts probably draw 30w including ballast losses. But install a pair of 18W 1800L LED tubes and all of a sudden your fixture is twice as bright and supposedly uses a fraction of the power. If two F40T12s at their full potential is too much I'd recommend using a single lamp F40 fixture or using a shorter tube altogether. Most people, even the electricians I work with, don't know anything about ballast factor. They just see fixtures with these ballasts in them and assume "T12=dim".

This light was replaced with a porcelain socket with a 160 watt SBMV Lamp

Only used 40 watt sylvania yes it sometimes was bright sometimes dim and would pulsate!
