When the lamp was shown lit, meant to say gemology lamp for the NA light standard.Jewlers use it for measuring refractive indexes of various transparent faceted gems.

What is the starter for?

Any machine is a smoke machine if you operate it wrong enough.

This safelight uses a fluorescent ballast. This sodium (Na 10 FL) spectral lamp starts & acts like a fluorescent. So a starter was designed in the specs (almost mandatory?). Not very efficient mind you, as the light is supposed to be used for photo paper & even film processing.
