Electronic fluorescent ballast to be used for SOX lamp testing. Note (again) the bent-up fins. The max current is .56amps which we know already that this is just shy of the required (lamp) current for 35w/55w lamps.

The stated max current is actually the line current, not lamp current. Going by Fulham's ballast chart, it looks like 1 red wire provides around 0.25A and two red wires provide around 0.40A.
