This is a TCP 4100K long-life SpringLamp. I've had these for about 8 years and used them in the bathroom at my old apartment. Here you can see it compared with an ordinary soft white CFL.

Cool! It's awesome how TCP offers CFLs in 3500k, 4100k, and 5000k - I was just talking about that on one of my photos the other day.

Is the startup on this instant, or does it have an RS-like delay?

TCP says they are "modified rapid start", but there's no perceptible delay.
