For me, kind of. I see a cloudy green, but only very close to the tube.
What you are looking at is a Philips F15T8 BLB tube, the cathode part of it.
Will a few tests on Instant Start hurt it?

This would be a "long wave" UV lamp-the short wave UV is filtered by the bulb envelope.The phospors and the coloring of the glass enhance the long wave UV.This would be a lamp for UV posters,paintings,etc.
