Im not sure, but I would say that this splits the current on 4 Resistors and you can use resistors with smaller power rating.

Never seen that done with these 3 resistors the total would be third of what the resistor value is cannot clearly see. (resistors in paralel) The Russian neons clearly show a resistor but only one.

Interested in the history of electric lighting and incandescent in particular and neon glow lamps.

It probably just happened that it was cheaper to get resistors with a lower power rating and parallel them to get the correct current, rather than getting a proper resistor. The other possibility is that the value needed does not exist as a premade resistor and so they had to make it by paralleling others.
