This must have a broken hinge or something. I have seen a few taped up lights around here. Does anyone know what kind of tape that is? I can't imagine regular electrical tape will hold up.

It's utility company grade electrical tape. Their stuff is wider and thicker than the stuff electrician's use. Some of my mounting arms have had that electrical tape around them from the wires being taped to the arm during fixture changeouts.
