This is the inside of one of the 113's I got. Notice how nasty the gasket is. The lamp is a very blackened GE 175w. Also, the ballast is pretty rusty and the windings are discolored in some spots. Is this bad?

Probably has its original lamp! The dark spots on the ballast could just be more concentrated patches of varnish. These ballasts aren't the greatest in the world though. In the 80s and 90s American Electric must've had some middle schoolers wind their ballasts...
