Got 3 of these from my father's chiropractor, they all work, but the fans in them make a ton of noise and the dimmer switches don't seem to do anything.

Neat I always wanted one of these I love bright lights HID especially.

The fans can be replaced easily they are most likely small muffin (computer style fans) fans.

You need to get the correct size and the correct voltage rating (AC 120V or 12/24/36/48Etc VDC it is most likely 120VAC or 12/24VDC) the airflow rating is important but the first two things I mentioned are #1 in terms of capability of replacing the fans.

The dimmer switches I am not too familiar with is this a proper magnetic or some kind of electronic ballast?

It's electronic, the dimmer is controlled via a rotary 1P3T(?) switch.

The fan is a 40 mm fan IIRC, and based off how quickly it turns on, it might be 12/24v. The fans seem to blow no noticeable amount of air, so they're likely pretty damaged (i was told these were stored in a shed which had a few roof leaks, and was later torn down).

I have a lot of 1Kw HPS ballasts (13 Magnetic, 4 Electronic), so i may at some point start selling or trading them off.

Old lighting is, and will always be, the best lighting.

This ballasts have always interested/confused me, because I don’t understand how you can dim a discharge lamp without causing damage and/or problems for the lamp and gear.

I like all kinds of lighting, except for LED, which I classify as a disease.
