These fixtures are at a shopping center. Do you think they might be fluorescent or PL fluorescent? I'm not sure, but the place was built in 2007 so they aren't LED likely.

A shopping center near me has these type of sconce fixtures outside built around the same time...they are DEFINITELY fluorescent because several have end of life PL bulbs in them that blink in an irregular pattern light a fluorescent bulb does when it's having trouble starting.

Probably PL-T fluorescent.
