It looks like its in a cold cathode state. Is it being under powered? Is the cathode intact? If possible, try it on higher ballast factor or a ballast with cathode heating.

I suppose a weak spot on the cathode could also cause it to glow, but this looks more like the purple discharge caused by cold cathode operation. Also sometimes you'll get a bluish mercury-glow around the cathode, which isn't a problem, but that has a slightly different appearance.

The cathode is weak and is going EoL. Looks like you are running an 800 series Philips. not surprised. They have very weak cathodes. A major downfall of the 800 series Philips.

The more you hate the LED movement, the stronger it becomes.

There's not much blackening, but sometimes there's little until it begins sputtering, especially if that side has a guard. Even so increasing the power might get it working normally again, though probably not for long if it's low on emitter.

In my high school we used to have Altos and about 12-24 hours before death they would turn purple like this and sputter to death.
