This is one of about 2 dozen new fixtures installed yesterday, this is also the only fixture that did not work but i think it's due to an electrical issue with the pole.

Yeah but it's not one of the low cost thermal LC4500 series. It's one of the new LED grade photocontrols. Either the EK4536 or the LED4536.
