I recently bought this chinese CFL for cheap. and is flickerin! It can't be preheat, because the base is small, the start is instant and don't emmit any sound.

Total degeneration, up to now even the cheapest CFL didn't had any flicker.

Flickering in CFLs meaning defective component in the electronic ballast, allowing the lamp to run at mains frequency.

I"m don't speak English well, and rely on online translating to write in this site.
Please forgive me if my choice of my words looks like offensive, while that isn't my intention.

I only working with the European date format (dd.mm.yyyy).

I lives in Israel, which is a 230-240V, 50hz country.

Very possible. I opened the ballast and all looks fine, still I don't have a multimiter for check the bulb.
