My apartment complex is under renovation and I found this in a container of stuff to be tossed out.
This fixture assembly is apparently made by a company in Tecumseh, MI by the name of S.H Couch CO. The UL tag on the plate (which is surprisingly still clean and readable as these were stationed outdoors) says
"Listed 969R
Nurse Call Equipment
Corridor Light
S.H Couch CO
Tecumseh, MI"

There are 186 apartments with a "Pull for help" system and there is no common corridor or common area just a door leading directly to the outside world. These were mounted above the door so when the alarm was tripped it lit up indicating what apartment signaled for the bell and rotating light (think 1960's police car) to go off. That system is ineffective in today's world as it relied on another person to actually call for help or to see if the tenant was OK or if it was a false alarm.
I believe they are installing a smart system that relays the alarm signals to the main building that has attendants there 24/7/365 and their job would be to see why the alarm was triggered and call for help if needed
