Beside streetlighting we have now also Ditch lighting ;-). On the other side of the ditch there is a cycle track and the secondary lighting is ment for that and to save the cost of extra posts they have installed this kind of posts.

Silly silly silly. I question the necessity for "father and son" columns anyway, given the backspill you get from the main lantern. There is a "father and son" column in Southampton where the small lantern used to light the steps to a subway, but the subway has been filled in, so now it lights a patch of concrete or grass.
