They replaced two perfectly working 400W MH floodlights to four 200W SMD LED floodlight "for energy efficiency".
I don't see any energy saving here.

Wow. Thats bad, because LED fixtures go EOL by the driver ballast, and overtime individual LEDs go EOL when most likely over driven. Also, at a neighborhood were its gated (not mine) across the Spring Creek tree farm, one of LED spot lights are flashing and pulsing, because of the LED driver ballast.

and less efficiently of lumen per watt and more e waste when the drivers crap out

How much did 4 of these cost? Must have been a lot
