It didn't light even when I waited for long time, so it is EOL. I hate when HPS lamps have a non-cycling EOL.

What is wrong with HPS lamps with non-cycling EOLs? If anything it makes maintenance a lot easier so you don't have to see lights cycle on and off.

Good quality things are awesome. Cheaply made things are not.

I like to see HPS lamps cycling at EOL, especially in lanterns that have an anti-cycle ignitor. Most of the Thorn/Europhane Pilote T1 we have, have Thorn/Tridonic Super APU semi-parallel ignitor, which its timed pulsing during hot restrike and cycling is interesting. If the lamp cycles constantly, it can easily identified as EOL.
These four specific Thorn/Europhane Pilote T1 at the beginning of Beit-Lehem street, have a semi-parallel ignitor with a glow bottle starter I think.
