A Schreder Sepale at Derech Haifa street, glowing 3200K

Finally managed to get a good picture of this lantern with its HPS glowing 3200K.
From what I've seen, it starts as 2000K, and at a specific time decides to warm to 3200K for a min, and than cycle.
Why this is happening?

I think what happening here: The ballast shorted and have a thermal protection active, so as soon as the lamp warms to 3200K color, the ballast overheats and the thermal protection trips, turning off the lamp. After a min or so, the ballast cooling down and the thermal protection deactivate, restriking the lamp at 2000K.

I"m don't speak English well, and rely on online translating to write in this site.
Please forgive me if my choice of my words looks like offensive, while that isn't my intention.

I only working with the European date format (dd.mm.yyyy).

I lives in Israel, which is a 230-240V, 50hz country.

I passed near this lantern again, and it seems that the lamp simply cycles at 3200K. When the lamp cools down, it flashes once per 5 sec before restrking at 2000K, than warming up to 3200K and the cycle repeated.

I've seen once such higly burning HPS lamp and for the moment I was near the lamp it burned stabily. However I couldn't see the endgame as it coincided with the change of fixtures to LED on the whole street.
