Can any one please help me on this, the lantern is making a strange arcing noise.

I only working with the European date format (dd.mm.yyyy).

I lives in Israel, which is a 230-240V, 50hz country.

I think the gear tray is loose and as the pole swings a bit back and forward (with wind etc), it goes in and out of the position in which it buzzes from the magnetic field of the ballast. The sound timing would possibly change if you come to the column and hit it

Dont think it is arcing. Arcing does not tend to have as orderly pattern as this. If it would be on the Phase before the ballast, there would be a bang and short circuit, i twould not last as long as here. If after the ballast, the shorting out would have effect on the brightness of the lamp or make it go out repeatedly. If in series with the load, then again it would have effect on the lamp brightness or make it go out
